Committee Reports:

  • Motion to eliminate Communication & Finance Committees as they have not been active for months. Motion seconded. Unanimous in favor of motion – motion passes.

 

Old Business:

 

Budget:

  • State player fee of $12.07 will not change.
  • Funds for replacing fields and contributing to fields was discussed. Perry Woodford indicated that he felt that the Association doesn’t have funds to support these needs at the current level. George Pfeiffer said if needs for fields decrease, Association can relinquish fields at schools (which the Association pays for) and use fields from City. Just found out today that Lake Geneva for $10,000 will be operational for 2010.
  • Discussion ensued about whether there was a need to use Lake Geneva.
  • Sacajawea is done. If water issues can be fixed, then we have about 8 more years of use with that field before it needs to be re-done.
  • Annual operation costs (Beamer, TJ, Decatur) are $20,000 today for a year of field usage charges above what is paid to the county – so if include county fees of $10,000, it’s $30,000 total for field usage. Not a lot for Club of this size. Need to figure this into budget/player fees.
  • Issue of trying to build a capitol fund. Association used to build $100,000 over 5 years but not able to do that now.
  • Asked Mod & United Reps. to talk to their Boards about possible $5 increase in player fees – discuss and bring back comments to February Association meeting.

 

State Cup Tournament Chair – Sharon Woodford:

Information for All State Cup Teams:

Ø      State Cup Questions: Please contact me for all your State Cup questions.  DO NOT contact the WYS (Washington Youth Soccer) office or the Tournament Director.  If I do not know your question I can find out usually quicker.  Please inform your parents that they are NOT to call the State Office, Tournament Directors, or myself.  They should direct all their questions to their coach or team manager.

Ø       Roster Freeze Dates:  The WYS roster freeze date for players is 5 days prior to the first game in your age division.  However, Katherine will need at least 5 days to process the change.  Adult staff may be changed at any time during the tournament.  It is highly recommended that you have at least 2 staff listed on your roster (with membership passes).  Up to 4 rostered staff is permitted.

Ø       Game Roster Sheets: Each team is REQUIRED to provide an official “Washington Youth Soccer” game roster sheet to the referee prior to each state tournament game. Teams MAY NOT use their District, CYL or PDL game roster sheets for state tournament games. You may obtain game roster sheets from our Association Registrar, Katherine Hinkle (they are in her box on her front porch) or from me (they are in the mail box on my front porch).   There is a “How to properly complete your game roster sheet” posted to each state tournament web page.

Ø       Membership Passes (player cards) are required for all players and staff.  The membership pass must have a current picture, signature, and the team’s ID number.  They shall be physically separated (individual cards), laminated, and be present at every game.  You can use your fall membership passes, however, if you have added any new players for State Cup, Katherine will have to print you a new player card for that individual because all the player cards must have your team’s ID on them.  The referees will check the coaches and players’ membership passes at the beginning of each game.  Any individual who does not have a valid membership pass will not be allowed to participate.  If you don’t have time to laminate the passes, clear packing tape works.

Ø       Disciplinary:  Card counts start over with the State Cups.  However, if any player or coach is serving a suspension, the sit-outs must be fulfilled.

Ø       New Scheduling Program: This year WYS is using a new computer program for State Cup, GotSoccer.  They are still working out a few bugs but will have a link on their website later this week to view the schedules and scores.

Ø       Score Reporting: This year the winning team (only) will call their score into GotSoccer by 7:30pm on game day.  If the game ends in a tie, the home team will call in the score.  The GotSoccer website will then be instantaneously updated.  By Friday I will be given a phone number and password and will forward them on to all the teams.  You will call the number, then enter the password, game number, and score.  I am modifying our FWU schedules to include the game numbers for your information.  They will be posted by Friday.  I also need you to e-mail me your scores in case your opponent reports them incorrectly so I can get it changed at the Monday night meetings.

Ø       Game Reschedules: All rescheduled preliminary games must be played PRIOR to the originally scheduled tournament date unless special permission is obtained by the State Tournament Director PRIOR to the original game date.  BOTH teams and BOTH Association Representatives must sign the form (posted on the WYS website located at http://www.wsysa.com/LinkClick.aspx?fileticket=1i2VmglQVuA%3d&tabid=1479&language=en-US) in the appropriate section if they approve the request.  Elimination, Quarter, Semi, and Final games MAY NOT BE RESCHEDULED.  If your team required a game to be rescheduled, please contact me.  If you have any difficulties from the other team I can contact their State Cup Representative.

Ø       Protests: Only rule (laws of the game) violations are protestable.  Judgment calls are not.  If you THINK you want to protest a game you must notify the referee and opposing coach at the field.  The referee must make note of the protest on the game sheet.  Without this, there can be no protest.  To file a protest you must fill out the game protest form that will be posted on the WYS website and pay the protest fee.  Please call me if you are planning to protest a game. 

Ø       Travel Policy: A travel policy document is being written.  Until it is published, the basic rule is if the pass is open, you must travel to play your game.  If the pass is closed, the game will need to be rescheduled.  If the pass is open and you choose not to travel to your game you will be forfeiting the game.  Per the State Cup rules, any team who forfeits a game will be eliminated from the tournament and be fined.  If you have any weather concerns, please contact me.

Ø       Challenge Cup Gold/Silver Brackets:  This year, any Challenge Cup age group that has more than 16 teams will have both gold and silver level finals.  All teams will be grouped together for the preliminary rounds.  The top two teams in each bracket after the preliminaries will advance to the eliminations in the gold bracket.  The other teams will advance to the elimination round in the silver bracket.  The gold level champions are expected to participate in the President’s Regional Cup in Oregon on June 16-20th.

Ø       Championship Cup Regionals: July 8-11 in Tennessee.

Ø       Player Movement: Players may play in more than one State Cup as long as they are only entered in one cup at a time.  Therefore, Commissioners Cup players may play on any Spring State Cup Challenge or Championship Cup team but can not be transferred until their team is eliminated from the Commissioners Cup.

PDL and State League players CAN NOT play on district teams in Commissioners Cup.

 

Information for Spring State Cup Teams:

Ø       Spring Cup Draw: Will be held on Monday, January 25th at 7:00pm in the WYS office in Federal Way.

Ø       GU15-GU18 Seeding: Only last year’s Championship Cup Quarter Finalists will be seeded.

Ø       U11-U14 Challenge Cup Revised Dates:

Preliminary Games: March 13, 14, 20, & 21

Eliminations: March 27

Quarter Finals: March 28

Semi Finals: April 10

Finals: April 11

Ø       U12-U14 Championship Dates:

Preliminary Games: March 13, 20, April 10/11, 17/18

Eliminations (if necessary): April 24

Quarter Finals: April 24/25

Semi Finals: May 1

Finals: May 2

Ø       GU15-GU18 Challenge & Championship Dates (Currently Posted):

(Hopefully the preliminary games will not start before March 13th)

Preliminary Games: March 6/7, 13/14, 20/21 & April 10/11

Ø       League and State Cup Conflicts: Any PDL or State League game that is scheduled on the same day as a State Cup game will have to be rescheduled.  Please work on these reschedules right away as later in the season the fields become scarce.

Ø       Team Movement: The State will allow Spring State Cup teams to switch to a different State Cup Tournament until January 22nd.  This primarily involves Championship Cup teams who now wish to move to Challenge Cup.

 

US Conference

  • Being held Ft. Worth at end of February
  • Kevin Wilburn & Juan Rangel are going to attend. The Association will cover a portion of Juan’s expenses and FWU will cover a portion of Kevin’s expenses.

 

State League Proposal:

  • PDL has strong influence over the document presented by the state.  Members of the committee  received proposal in the beginning of December and all DOC’s received it December 18th.
  • State wants it implemented in 9 months (originally was 18 months)
  • Upcoming meetings on proposal - January 12th all Association President’s Meeting; Oversight Committee meeting January 16th.  Perry Woodford feels state proposal will be approved at that time.
  • Discussion ensued regarding state proposal.
  • General comments:
    • PDL becomes Div. 1 league in this proposal
    • Five key DOC’s support it now but will separate if don’t like it.
    • If PDL clubs don’t agree to join, Perry Woodford believes the state will dissolve them
    • Terms of committee members should be listed. Suggested that 1/3 of members should be replaced each year.
    • Currently Oversight Committee doesn’t have term limits listed. Robert’s Rules of Order would limit terms to one year.
    • DOC’s don’t like lack of technical control and formation of leagues.
    • Concern about what will happen to 8, 9 and 10 year olds.

District 3 Report – Perry Woodford:

  • March 13 meeting at Starfire.
  • District 3 Association and Club Treasurer meeting.  Time has not been set.  Association and Club Treasurers and Presidents are strongly encouraged to attend.  RSVP’s required.  Food and beverage will be provided. A formal invitation will be sent in February or announced at the February District 3 meeting.
  • Gerd Schmidt stated that FWSA, among others, had not paid the President Cup fee to the District.  I am working to resolve the difference in opinion between the District and the United club.
  • Of the years were voted on and Eric Poortvliet was selected as District 3 Volunteer of the Year.  Congratulations Eric.
  • On a sad note it was reported that for the first time that anyone on the disciplinary committee can recall or find records of a team was suspended from the league for disciplinary action as a result of penalty points.  The association, club, or team were not mentioned.
