District 3 Report, Perry Woodford:

* March 20, 2010 at Starfire from 10 to 12:30 is the District 3 Treasurer and President meeting.  Moved from March 13th.

* The 2010 President Cup entry fee will be $50 more than the state registration fee. All fees will be paid by the District. The District has been subsidizing the President’s Cup at $10,000 to $12,000 per year.

* District III Presidents meeting scheduled for February 11, 2010 at 6:30 PM.

* District III AGM is April 5th.

 

PDL Report, Perry Woodford:

On January 22nd the PDL Directors of Coaching, and Club Presidents met to review the proposal for the new state league and the formation of the Regional Club Committee. My understanding of the meeting outcome is to continue discussions with the state and two proposals were put forward:

Proposal 1: That current PDL clubs may register directly with Washington Youth Soccer beginning February 5, 2010.

Proposal 2: That a meeting be scheduled for all PDL DOCs and club Presidents to be held by January 29th with the named participants (Doug Andreasson, Terry Fisher, Gary White, Tom Ament and the oversight Committee Commissioners) to discuss issues that were articulated by PDL DOC's and PDL Club Presidents on the Regional Club league proposal during the PDL DOC/President meeting on January 22nd.

The goal of the first proposal is to reduce the distraction of other situations around the state so we can move forward more appropriately.  It may only require a program key to be changed with Bonzi and not directly impact the office staff with more redundancy.

 

FWSA President Report, Perry Woodford:

Read sections of the WSYSA bylaws and reiterated the goals of the state. Also, reminded members that the changes proposed by the state are following these bylaws. See Addendum 1 at end of minutes for WSYSA Bylaws that were reviewed during the meeting.

Addendum 1 – WSYA Bylaws reviewed by Perry Woodford:

WSYSA Bylaws approved May 10, 2009

3.3 Classes of Membership.

There shall be the following classes of membership within the WSYSA:

(a) Member Association - an administrative and coordinating body for WSYSA programs that contains clubs and/or teams in which individuals under nineteen (19) years of age learn and play soccer. A Member Association must have at least fifty (50) teams or demonstrate the capability of conducting balanced league play in all age groups up to U-13 without help from neighboring Member Associations.

(b) Provisional Member - an organization that has applied as a Member Association but does not qualify by virtue of not having fifty (50) teams or not capable of conducting balanced league play in all age groups up to U-13 or not meeting other qualifications of this section. Provisional membership shall be granted for a term not to exceed three years.

 

3.4 Standard of Membership.

3.4.4. An organization having or seeking membership in the WSYSA as a Member Association shall maintain recognition of federal tax exempt status under Section 501(c)(3) of the Internal Revenue Service Code of 1986.

 

3.7 Continuation of Membership.

3.7.2. Member Associations and Provisional Members shall:

(a) Provide annually to WSYSA copies of the Member Association’s articles of incorporation (if applicable), bylaws and other governing documents, and

(b) Submit changes to those documents to WSYSA for review not later than ninety (90) days after adoption, and

(c) Make copies of those documents available to its members.

 

3.8 Discontinuation of Membership.

3.8.3. Member Associations that do not maintain fifty (50) teams or provide balanced league play for U-13 and below without assistance for neighboring associations face suspension or expulsion.

 

3.10 Responsibilities of Members.

Member Associations and Provisional Members shall be responsible for the conduct of

players, parents, coaches, trainers, managers, administrators and officials under their

jurisdiction, and shall insure that their actions on or off the field do not bring disfavor

upon WSYSA.

 

ARTICLE 4. COUNCIL

4.1 Composition.

The Council consists of the Board of Directors, the District Commissioners, and the Member Association Representatives (MARs), collectively, Council Members.

 

ARTICLE 5. BOARD OF DIRECTORS

5.1 General Powers.

All authority of WSYSA shall be vested in the Board of Directors unless otherwise specified in these Bylaws. The affairs of the corporation shall be managed by the Board of Directors.

5.2 Number.

The Board shall consist of not less than 13 nor more than 19 Directors, the specific number to be set by resolution of the Board. The number of Directors may be changed from time to time by amendment to these Bylaws, provided that no decrease in the number shall have the effect of shortening the term of any incumbent Director
